The Oxford City Council heard a report on the Center for Abuse, Rape and Emergency services (CARE) program, revealed a commemorative flag and announced an upcoming retirement at their meeting on Sept. 5.
CARE program
Tyler Wash, president and CEO for the McCullough-Hyde Foundation, presented a slideshow on the program.
CARE provides resources for anyone experiencing any form of abuse or assault, providing care and rape kits at no cost to patients.
The program also offers a camera to reveal signs of abuse on victims, particularly bruising on darker skin tones.
Commemorative flag
A flag design for the city of Oxford was presented for approval.
Oxford will be welcoming delegates from their sister city of Dubno, Ukraine, later this month, and will present them with a commemorative flag.
Residents voted on the flag, which features several homages to Oxford, including a ring of red bricks to celebrate the Georgian architecture, a honeycomb shape in the center to showcase the city’s tradition of innovation and white lines across the flag representing Oxford as being a crossroads where people and ideas meet.
Oxford Community Arts Center
The council approved a resolution affirming the city’s support for the OCAC and its request to renew its lease with Miami University. The resolution comes during a $10.2 million capital campaign by the OCAC, designed to renovate and restore the building.
The council discussed the importance of the center, citing how the center builds relationships between residents, as well as encouraging people to stay in Oxford after graduation.

Retirement announcement
In the final minutes of the meeting, Douglass R. Elliot Jr., Oxford’s city manager, announced that he will retire by Feb. 1, 2027.
The council thanked him for his years of service.
